UNICEF & Save the Children estimate that up to 80% are under 18 yrs old. 46 states of Council of Europe met this week to finalise wording of treaty binding governments to minimum standards for protection of trafficking victims. Article includes suggestions re: provisions. Italy is only country that has unilaterally adopted provisions to assist victims.
