"Eighty people have been arrested in what police are hailing as Europe's most important-ever crackdown on human trafficking. The operation, headed by Italian police and the European force Europol, targeted criminal gangs trafficking women from Eastern Europe and forcing them into the sex trade. The swoop involved more than 1,000 police officers in Italy, and others in Austria, Spain, Portugal, France, Poland, Russia, Ukraine and Belarus."

I suppose the main reason I visited was out if curiosity. “Quite different to what I was expecting. Unlike the glitzy lap-dancing clubs you see in films or on TV, it was very small and dark. I did feel a bit uncomfortable as there’s a strange atmosphere in the place, but it wasn’t threatening."

Ms O'Sullivan asked the Minister for Justice, Equality and Law Reform if his attention has been drawn to concerns expressed regarding the growth of lap-dancing clubs and a possible link with prostitution; the Garda policy with regard to the licensing and supervision of such clubs; and if he will make a statement on the matter. [18517/02]

Minister for Justice, Equality and Law Reform (Mr. McDowell): I am informed by the Garda authorities that they are currently aware of a number of premises where lap-dancing takes place. These premises are subjected to ongoing Garda attention to ensure compliance with existing legislation and the Garda authorities have assured me that any allegation of specific criminal activity will be fully investigated. I am further informed by the Garda authorities that existing legislation does not specifically cover lap-dancing clubs. However, the sale and consumption of intoxicating liquor in these clubs is controlled by the Licensing Acts, 1833 to 2000 and by the Registration of Clubs Acts, 1904 to 2000. Accordingly, such clubs may apply for a licence to the courts. It is therefore open to the Garda Síochána to enter any licensed premises for the purposes of preventing and detecting the violation of any of the provisions of the licensing laws.

The EU recently adopted a framework decision on combating trafficking in human beings for the purposes of sexual and labour exploitation. I am at present examining the framework decision in order to identify what legislation will be necessary to enable Ireland to comply with it. I can inform the Deputy that any future proposals I may have in relation to the regulation of such activity will be brought before Government and announced in the usual way

Dr Esmond Birnie asked the Minister for Employment and Learning whether her department issued work permits in respect of Eastern European women performing at the Movie Star Café lap dancing club in South Belfast. (AQW 577/02)

Ms Hanna: An application for a work permit for a group of "Baltic Dancers" was received from the Movie Star Cafe in June 2002. The members of the group were all residents of Baltic State countries. A work permit was issued on 1 July 2002 for a period of twelve weeks from the group’s date of entry to the United Kingdom.

A GOVERNMENT department was today facing questions over its decision to facilitate a Belfast lap dancing club by granting work permits for dancers from eastern Europe. The Department of Employment and Learning has confirmed that a 12-week permit was issued to allow a group of "Baltic dancers" to perform at the Movie Star Café. South Belfast Assembly members are now asking what background checks were carried out by the department. They also want to know if the club's owners were unable to find dancers in the EU or UK and whether the posts were advertised locally or filled by an eastern European agency. The dancers are understood to be from Estonia.

Ms. Meredith visited the Movie Star Cafe with a friend, "Lisa".  They watched the pole dancers and the girls ushering men to the private rooms for intimate dances, noting the behavior of men "pre-lapdance" and "post-lapdance". 

"Zara", a Venezuelan dancer offered Ms. Meredith and Lisa a choice between a £15topless dance for  or  fully-naked dance for £45. They chose the topless dance.

The Dept. of Employment and Learning (DEL) defended their decision to grant a 12 week work permit for eastern European dancers at the Movie Star Cafe lapdancing club in Belfast. The work permits request described the girls as "Baltic dancers". Carmel Hanna, SDLP MLA for South Belfast called it normal practice.
